Painting a Steering Wheel

My paint store manager would like me to repaint his worn 1998 Lumina steering wheel. It is made of that pliable rubber material and the factory paint is worn off, not really peeling.

Has anyone ever painted one before? He mixed up some Dupont Vinyl which I assume should work fine. I'm gonna remove it from the car, prep it like raw plastic, and then use the vinyl paint.

He tried to do it once himself and it peeled, but I think thats because he didn't use an adhesion promoter.

Any thoughts on whether this will work or not? Thanks guys.
